Assessor Noguez grants a 2011 Decline-in-Value Review Application filing grace period through December 31, 2011. The Assessor’s Decline-in-Value Review Application filing period is June 1 through November 30. Applications submitted during the filing grace period of December 1 through December 31, 2011 will continue to be accepted and processed.


This 2011 Decline-in-Value Review Application filing grace period provides an extended opportunity to file for a free review to those property owners who believe that the market value of their property on January 1, 2011 was less than the 2011 Assessed Value shown on the tax bill.
IMPORTANT NOTE: This Assessor’s Decline-in-Value Review Application filing grace period applies only to an Assessor’s Office review. This grace period does not apply to the Los Angeles County Assessment Appeals Board filing deadline of November 30, 2011 for Regular Assessments.

The 2009 proactive review is complete. 473,000 properties were reviewed, resulting in lower assessments on 333,000 single-family residences and condos.

The average reduction in assessed value was about $120,000, amounting to an average property tax savings of approximately $1,300. All 473,000 owners whose property was included in the proactive review will be notified of the results in writing by the end of June.


If your property was not included in the proactive review or you own property other than a single-family residence or condo, a Decline-In-Value application will be required for a review by the Assessor’s Office. An application is recommended if you believe the assessed value of the property shown on the 2008-09 tax bill is more than the fair market value as of January 1, 2009.

Various private companies are sending mailings to property owners offering their services to pursue a reduction in their property taxes. These companies may charge hundreds of dollars to file for a reduction in value on behalf of the property owner. Some companies are even imposing late fees if the application is received after an arbitrary deadline. Be aware that solicitations from private companies offering to pursue a reduction in property taxes must clearly indicate that they are NOT a government agency and that their services are NOT approved or endorsed by any government agency. Failure to provide such notice is a violation of California law. If you or someone you know receives an illegal solicitation, please contact the Los Angeles County Department of Consumer Affairs by phone at (800) 973-3370.

If you cannot get a satisfactory response, then you must complete Application for Deline in Value Reassessment Application (Proposition 8). As long as you file the Application by December 31, you will be notified by mail on or before July 1. Please note, however, that Proposition 8 reassessments are NOT permanent; they last only one year. Consequently, you may have to refile on an annual basis.

If you disagree with the Los Angeles County Assessor’s findings, you may file an appeal with the Assessment Appeals Board. Your appeal must be filed between July 2 and November 30 for your annual tax bill. To file an appeal with the Assessment Appeals Board, you will need to first request the Application which can be acquired:
